Sheffield Wednesday Confronts Serious Challenges, Declares Independent Regulator

'We are going to be a part of football's future' - football oversight chief the new chairman

The team's current difficulties are seen as a "serious issue" and the football regulator is looking to gain the ability to investigate clubs in similar circumstances, its new chair the official has announced.

In a wide-ranging interview, the regulator, who was recently selected, showed understanding towards Wednesday's fanbase.

The regulator engaged with four supporter groups representing the football team this week.

The football club have been experiencing difficulties in multiple areas in this season, with the club missing wage payments on several different times, including in September.

"Evidently Wednesday represents a major concern for the league and a major challenge for the sport," Kogan told.

"Wednesday stands as one of the great brands for English football and this week we have met supporters' organizations.

"Our aim is to acquire the ability... which will enable us to take Wednesday and comparable cases brought to our attention if they require examination and addressed."

Economic Challenges and Ownership Situation

Wednesday's embattled owner the current owner indicated in the summer he would be open to selling the club at Hillsborough, but he has not been able to secure a deal with interested parties.

Failure to pay player wages on time in March and May caused limitations by the league officials in June, blocking the team from conducting any recruitment activities for the next three transfer windows, although those limitations were removed in the end of the transfer window.

Official's Viewpoint

The chairman stated: "The job [of the regulator] is there for the Owls followers, Bury or any football club where supporters are loyal to a local institution that has represented their community in numerous instances.

"I completely understand the team's plight, as I do for every team that in modern times have encountered failure, or been close to going to the wall, for factors unrelated to the fans themselves."

Questioned about whether the regulator could force an proprietor to divest a club if they are deemed unsuitable, the chairman responded: "When asking whether 'would we intervene in the final instance?', the reply is once we assemble the facts and understand the situation, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to cooperate with proprietors.

"The last thing what we want to do is commence engagement with an particular organization, an individual owner, without being able to work with that owner to try and resolve the challenges confronting the team and the owner's facing," the regulator explained.

"But the truth is, when you examine the past of the sport, over the recent generations there have been particular chairmen, a small minority, but certain individuals who have acted carelessly in the approach they have taken toward their clubs and ultimately decline to assume obligation for the long-term prospects."

'Errors may undo substantial development'

The regulator engaged officials from numerous teams to explain the responsibilities of the authority recently and stated it constituted a "proactive meeting" with a "significant participation" from the lower divisions to the top flight.

"The role holds considerable importance, because if errors are made, if the world of football gets it wrong, the remarkable development accomplished could disappear incredibly quickly," the regulator warned.

"This represents everyone's worst fear in the terms of English football is a major achievement - we must maintain momentum.

"Considerable investment entering the sport and has been invested for the last 20 or 25 years, because there's no guarantee it will continue to come into football, which is one of the reasons why I think we have to adopt a precise perspective on risk and of course, of the coming seasons."

Top Flight Apprehensions

Elite division representatives objected to the establishment of an oversight body because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but Kogan said: "I completely endorse the achievement and development as an commercial operation of the elite league.

"As someone who appreciates the apprehension regarding damaging the Premier League as a premium product of England. But simultaneously, if you talk to the Premier League after the recent gathering, they would have had a substantial amount of confidence -and, indeed, they have been telling us in private they have a high level of reassurance."

Ideological Links

Kogan is still facing a "full inquiry" by the official appointments authority after he revealed he contributed money to the opposition group in recent years.

The official provided financial support for Culture Secretary the politician's campaign, along with that of the government leader.

"I've been completely open about my past party membership [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the chairman stated.

"I am no longer involved in any type of partisan engagement."
